But you can't have just Premiere Elements 4, because it was packeted in Photoshop elements 6. This is an obstacle for you that have other photoshop packet. In other side, it will be more beneficiary for you that doesn't have both photo editor and movie editor.
Premiere Elements is designed for amateur user. It has three tab in look, which is Edit feature, Menu create, and share. As long as you step in every level, then sensitive button will pop to help you. For example : in early stage on editing, you was ask to open your media, and you can also done with add effect, transition process, and naming. If you are in a hurry, or run out of ideas, you can use new Themes button to open many kind of title to open and close, couple filter, and DVD menu.
For you that expecting High-definition editiong(HD), maybe premiere 4 is a little dissapointing. Because it has't supported AVCHD. There are rumour in close time that Adobe will renew it, as for meanwhile this application is still non HD. But you can still make or edit movie from standard definition from it's feature that look like HD. And you just burn them to DVD sic or Blu-Ray. But still, you can't add audio sorround track. Adobe also allow you to encode video to flash, so you can add it in web.
Although Premier Elements 4 is an imprresive package, but with no AVCHD support it's really a fatal weakness.
